<p>ALEXANDRIA, Va.-According to NCUA's most recent report of actions delegated to the regions, federal credit unions are continuing to flock to the community charter. Federals also added more than two million of the highly trumpeted record 16.1 million new potential members in underserved areas in 2001 during the month of November. The NCUA regional directors approved 91 community charter conversions through the end of November last year. Eight of those were in November, including CCS FCU in Clarence, N.Y. ($9 million); Seaboard FCU in Bucksport, Maine ($63 million); Garment Workers FCU in Fall River, Mass. ($3.4 million); Glamour FCU in Quebradilles, Puerto Rico ($1.3 million); High Plains FCU in Clovis, N.M. ($31 million); and Elkhorn FCU in Fort Harrison, Mont. ($15 million). Sirrine FCU in Greenville, S.C. ($29.5 million) also converted to a community charter adding 380,000 new potential members under the interim rule NCUA passed in March of 2001 delegating authority to regional directors to approve groups over 300,000 if the same area has already been approved by the NCUA Board. Twenty-five federal credit unions also added 35 underserved areas in November for a total of 2.3 million new potential members in underserved areas that month. Sixteen requests were deferred and none denied. Following another trend, Pacific Bay FCU in Oakland, Calif. ($34 million) converted to a federally insured, state chartered credit union. Many California credit unions have taken this route because of less restrictive rules under the state regulator agency.</p>
