In a letter to several insurance company CEOs, U.S. Department of Health and Human Services Secretary Kathleen Sebelius challenged executives to provide an explanation to the public for proposed health insurance premium increases.

The letter was sent to CEOs at UnitedHealth Group Inc., WellPoint Inc., Aetna Inc., Health Care Service Corporation and CIGNA HealthCare Inc.
