BISMARCK, N.D. (AP) — North Dakota Republicans' gripes about the new federal health care law aren't stopping them from spending $1 million to implement a key part of it.
North Dakota's Senate voted 31-15 on Monday to approve the planning money for a health benefit exchange in the state. The House approved it last week and the bill now goes to the governor.
The exchanges are part of the federal health care law. North Dakota's Republican-controlled Legislature has approved measures vowing to fight the law and asking that it be repealed.

The health exchanges are meant to give individuals and businesses a place to shop for health care insurance and check on whether they qualify for taxpayer-financed coverage.
Bismarck Sen. Dick Dever said state control of an exchange is better than federal control.
