Same-sex and opposite-sex domestic partners of city employees in York City, Pa., may now be eligible for city-provided health insurance, provided they meet certain requirements of proof.

To qualify for the new benefit, a couple would have to submit a notarized declaration of their "domestic legitimacy", prove they have lived together for at least six months and are in a "committed relationship."

They would also need to prove they are financially interdependent by presenting various cosigned financial documents such as car loans and property leases.

Couples would have to notify the city within 31 days if the relationship ends.

The resolution passed by city council 4-1 and takes effect immediately.

The city will begin notifying employees by mail that they have 30 days to apply for the new benefit, or wait until open enrollment the next year.

Tom Ray, York City deputy business administrator for human resources said that with the additional health plans he anticipates costs to be 1 to 2 percent higher than what the city pays now for employee health insurance.
