Health reform requires federal and state-run health exchanges, in which under-insured and uninsured people can access subsidized health insurance. The Department of Health and Human Services released on July 11 a set of proposed rules and guidelines to help states as they establish exchanges.
CNNMoney says "retailers, financial services providers and a large payroll processer are among firms that are actively looking into starting private health insurance exchanges" in a race to compete with the 2014 deadline for public exchange set-up. But consumers eligible for government subsidies in public exchanges won't be able to take advantage of them in private exchanges.
