LANSING, Mich. (AP) — A coalition that includes Michigan's chapter of the AARP said Tuesday that it supports but wants changes to legislation that would help the state set up a health insurance exchange.
Michigan Consumers for Healthcare called for the addition of consumer representation on an exchange governing board that would be created by a plan pending in the state Legislature. The coalition also wants the exchange to have the final say on rating and certifying the health coverage plans that would be sold through the exchange.
Federal law requires each state to create an exchange where individuals and small businesses can buy health coverage by 2014. The federal government would create an exchange for states that don't comply.

Republican Gov. Rick Snyder wants Michigan to create its own exchange, which would help avoid federal intervention in the state plan. Republican Attorney General Bill Schuette of Michigan has joined more than a dozen other attorneys general in a lawsuit challenging the federal health care changes.
The Michigan coalition supporting the health care exchange includes the AARP, the American Cancer Society, the American Heart Association and many other groups.
Michigan Consumers for Healthcare said it supports changes that would help more individuals and small businesses secure affordable insurance coverage.
