Among other things, the Patient Protection and Affordable Care Act mandates the creation of health insurance exchanges at the state level. According to the law, states can either run its own, leave it to the feds, or manage a co-op deal with HHS.
Not surprisingly, the states have moved at dramatically different paces when it comes to tackling the design and implementation of these health care exchanges.
Though, a new Urban Institute/Robert Wood Johnson Foundation study reveals that the states taking the most time are the ones with the most to lose – and the most to gain.
