The American Society of Pension Professionals & Actuaries has inaugurated Barry Max Levy as 2012-2013 president of the organization during the opening session of the 2012 ASPPA Annual Conference at the Gaylord Hotel, National Harbor, Md.
"It is an honor to hand the presidency over to Barry Levy," said outgoing ASPPA president Robert M. Richter. "He is a respected leader in the industry and at ASPPA. Barry and I have known each other and worked together for many years. In the coming year, ASPPA will be well positioned not only to grow and flourish, but also to face the challenges of tax reform with Barry as President."
Levy, left, is president and pension consultant at Levy & Associates in Fort Lauderdale, FL, which he joined in 1989. He is a frequent speaker at ASPPA and industry events, and has been recognized in federal and state courts as an expert in the area of qualified retirement plans. Levy has served on numerous ASPPA committees; as a member of ASPPA's Government Affairs Executive Committee (GAC), co-chair of the ASPPA Benefits Councils (ABC) Committee and co-chair of General Conferences. Additionally, Levy has served as president of the ASPPA Benefits Council of South Florida (ABC South Florida). He attended the University of Maryland, where he received a B.S. in Business Management and a minor in Economics.

"Tax reform lies ahead. Our country is going to address certain issues, the discussion will be on qualified plans and tax incentives and we have to be prepared to make sure we have the incentives for American workers and employers to contribute for a dignified retirement. ASPPA is at the forefront of this struggle, and it is important for our members to get involved. Active members strengthen our organization and give us a stronger voice. I look forward to working with our leadership and membership during the upcoming year," said Levy, ASPPA president.

Levy's term as ASPPA president begins October 28, 2012, at the conclusion of the 2012 ASPPA annual business meeting.
The organization also honored Lawrence C. Starr, CPC, QPFC, with the 2012 Harry T. Eidson Founders Award.
Lawrence C. Starr, left, is the President and owner of Qualified Plan Consultants, Inc. (QPC), of West Springfield, MA, which he founded in 1983. QPC is an employee benefit consulting firm that provides consulting, record-keeping, administration and actuarial services for qualified retirement plans on a fee-for-service basis.
Starr has been an ASPPA member since 1983 and has served many roles within ASPPA, including Vice President. He worked for many years on the ASPPA Board of Directors, Education and Examination Committee, and the executive committee of the Government Affairs Committee (GAC). He has also chaired the Communications Committee of GAC, which oversaw publications, Q&A sessions with the Regulatory Agencies, and webcasts, and now is Senior Advisor to GAC. He also served as Chair of ASPPA's Political Action Committee (ASPPA PAC) and has spoken at numerous retirement industry and ASPPA conferences, webcasts and webinars. Starr was the 2004 recipient of ASPPA's Educator Award and is only the second ASPPA member to receive both the Eidson and the Educator's awards.
"Larry Starr is passionate about helping his clients, ASPPA and the private retirement system. He has had an indelible impact on ASPPA where he helped lead the development of the APM credential and publication of the ASPPA asaps. Regardless of whether one agrees with his views on the industry, no one can doubt that whatever endeavor he is focused on, he remains true to his principles. 'Do what's best' is Larry's mantra and he simply does not waiver from that core principle," says ASPPA President Robert Richter.
Starr has achieved wide recognition in the retirement industry for his dedication to upholding and
improving the employer sponsored retirement system. He received his M.B.A. in Economics and Finance with a specialty in Insurance from the University of Hartford. He recently served several years as chair of the Pension Section of the Society of Financial Services Professionals. Starr holds many industry designations including FLMI, CLU, CEBS (the original class of 1980), and ChFC and is an Enrolled Agent (EA) authorized to practice before the IRS and Treasury.
ASPPA established the award in 1995 to honor the memory of its founder, Harry T. Eidson. His belief in the importance of the employer sponsored retirement system in the United States and in having an organization dedicated to preserving and enhancing such a system was the inspiration for the formation of ASPPA in 1966. Each year, ASPPA honors individuals for their contributions to the industry. Past recipients include Samuel Savitz (2009), Curtis E. Huntington (2010), and Bruce Ashton (2011).
