A state with a slow-starting public exchange program is replacing its executive director.
Coral Andrews will be leaving her post as head of the Hawai'i Health Connector Dec. 6, and Tom Matsuda, who has been in charge of Patient Protection and Affordable Care Act implementation in Hawaii, will be the interim executive director.
Andrews has had a two-year contract, and she has decided not to renew it.

The state is looking for a permanent executive director, and Matsuda will not be a candidate for that post, officials said.
As of Nov. 15, the Hawaii exchange had received just 1,750 completed applications for 2,370 people and enrolled just 257 people in coverage.
Web-based exchange plan enrollment was supposed to start Oct. 1. Hawaii was not able to get its own enrollment site working until Oct. 15.
