In July 2013, the Obama administration announced implementation of the employer mandate would be pushed back to Jan. 1, 2015 – the reason being employers’ numerous concerns about the challenges it would put on them.

A second delay was announced February of this year that employers with between 50 and 99 employees have until January 2016 to offer health insurance or pay a fine. Companies with more than 100 employees must offer health insurance or pay a fine of $2,000 per worker by January 2015.
