In a lightning-like move that startled some pessimistic observers, the U.S. Senate Thursday voted to add to the lifespan of the Terrorism Risk Insurance Program Reauthorization Act of 2015. By doing so, Congress has now set the stage for President Obama to open the way for the creation of the National Association of Registered Agents and Brokers.

NARAB was tagged on to the terrorism bill in 2014. Its supporters in Congress hoped that, by linking it to a bill very likely to be enacted, the association would finally see the light of day. But their hopes were dashed throughout 2014 by a series of unfortunate political events.
