Members of Congress are returning from a spring break this week with health insurance on their minds. The House Rules Committee, for example, is set to meet at 10 a.m. Tuesday to package H.R. 1384, the Medicare for All Act of 2019 bill, for action on the House floor. Bill Sweetnam, the legislative and technical director for the Employers Council for Flexible Compensation, is looking for signs of what will really happen to the rules governing health savings accounts (HSAs), health reimbursement arrangements (HRAs), flexible spending accounts (FSAs) and other personal health and benefits accounts, and to the federal Affordable Care Act (ACA) commercial health insurance regulatory framework.
